The Dubai Government Human Resources Department (DGHR) has announced the adoption of the Workforce Productivity Measurement System as a unified government-wide system, pursuant to Executive Council Resolution No. (67) of 2025. The strategic step reflects the Government of Dubai’s commitment to advancing a data-driven government model underpinned by advanced analytics, enhancing resource allocation efficiency, supporting policy development, and enabling government entities to make more accurate and forward-looking decisions.
A Five-Year Development Journey
The system’s adoption marks the culmination of a development journey that began in 2020 with a pilot phase involving a limited number of government entities. During the project phase, the Workforce Productivity Measurement Steering Committee was established pursuant to Resolution No. (7) of 2023, contributing to the development of the methodology and strengthening government entities’ readiness for implementation.
Following the issuance of the resolution adopting the project as a unified government-wide system, the committee concluded its work upon completion of its assigned responsibilities. Meanwhile, implementation of the system expanded progressively and now covers 32 government entities, providing a unified government framework for measuring workforce productivity and analysing the relationship between human resources, financial resources and government service outputs.
Throughout this journey, the system has contributed to building an integrated knowledge base drawing on the analysis of millions of data points. This has enabled the development of a unified government methodology for measuring productivity, enhancing the efficiency of government resource allocation, supporting decision-making, and improving the quality of government services.
An Integrated System Supporting Government Decision-Making
The system’s development journey included the establishment of a unified government framework for measuring workforce productivity, alongside the development of analytical tools and digital platforms powered by machine learning and advanced artificial intelligence.
These capabilities enable government entities to regularly monitor productivity indicators and analyse the relationship between resources and outputs, helping enhance planning efficiency, improve institutional performance, and provide accurate insights to support decision-making.

His Excellency Abdullah Ali Bin Zayed Al Falasi, Director General of the Dubai Government Human Resources Department, said: “The adoption of the Workforce Productivity Measurement System across the Government of Dubai represents a strategic milestone in the advancement of government work and reflects Dubai’s vision to build a government driven by data and advanced analytics. It supports the development of policies, enhances performance efficiency, and enables government entities to make more accurate, proactive and impactful decisions.”
